Digital ruble vs cryptocurrency: two different legal frameworks

The digital ruble is a form of national currency and a Bank of Russia liability. Cryptocurrency has no single sovereign issuer.

Who issues it

The Bank of Russia issues the digital ruble. It is a third form of the Russian ruble alongside cash and bank money, with one-to-one equivalence between the forms.

Where operations take place

Digital-ruble accounts are maintained on the Bank of Russia platform, while connected commercial banks provide familiar remote access. Digital-ruble balances pay no interest, and the Bank of Russia does not issue loans in digital rubles.

Why the news must stay separate

Draft laws concerning cryptocurrency, digital rights, and intermediaries should not be presented as changes to digital-ruble law. The regulated asset, infrastructure participants, and permitted operations differ.
